Professional Development Registry (PDR)
For Early Childhood Professionals

The Georgia Professional Development Registry (PDR) is an innovative resource developed especially for Early Care and Education Professionals by Bright from the Start: Georgia Department of Early Care and Learning. The PDR is a state-of-the-art, research-based professional development system that is available to all of Georgia’s early childhood educators to track their educational achievements, training and certification as they advance in their careers. The PDR provides a Georgia Professional Standards Commission assigned Career Level/ early childhood credential which is required for all Pre-K teachers and available to all educators free of charge.

Child Care Teachers/Lead Caregivers

Effective December 2011: Teacher/Lead Caregiver educational and qualifying child care experience requirements for teachers/lead caregivers as listed in Rules of Bright from the Start: Georgia Department of Early Care and Learning 591-1-1-.31(2)(b)3.(i) through (xii). Specifically, effective December 1, 2012, and thereafter, all teachers/lead caregivers must possess at least one of the following sets of minimum academic requirements and qualifying experience at the time of employment:

  • Child Development Associate (CDA) credential issued by the Council for Professional Recognition (PDR Career Level 4);
  • Technical Certificate of Credit (TCC) (PDR Career Level 5) in
    • Early Childhood Education
    • Child Development
    • Infant and Toddler
    • Program Administration
    • School Age and Youth Care
  • Technical College Diploma (TCD) in Early Childhood Education or Child Development (PDR Career Level 6);
  • Associate’s degree in Early Childhood Education or Child Development (PDR Career Level 7);
  • Current PSC Paraprofessional Certificate (Career Level 4);
  • Twenty-five quarter hours or fifteen semester hours of Early Childhood Education (ECE) or Child development coursework from an accredited college or university (Career Level 3/ review of courses required);
  • Bachelor’s degree from an accredited college/university in ECE or Child Development (Career Level 8)
  • Master’s degree from an accredited college or university in ECE or Child Development (Career Level 10)

Pre-K Lead Teachers

Pre-K lead teachers must have an active Career Level 8 or higher in the PDR. The minimum education requirement for Pre-K lead teachers is a Bachelor’s degree in Early Childhood Education, Special Education, Child Development, Elementary Education or a related field. A related field is defined as a degree containing at least 15 semester hours or 25 quarter hours of ECE related coursework. (Click here for current list). Bachelor's, Masters, Specialist and PhD degrees in ECE or a related field or hold a PSC current P-12 Certification all meet the minimum education requirement.

Pre-K lead teachers holding a current PSC Certification in Early Childhood Education (ECE P-5), Birth Through Five, Special Education General /ECE P-5 Curriculum, or Elementary Education (PDR Career Level 9) qualify for the higher level.

Pre-K Assistant Teachers

Pre-K assistant teachers must hold a credential verified and active in the PDR as Career Level 4 or higher. The minimum of a Child Development Associate certificate (CDA), PSC Paraprofessional Certificate, or a degree in a non-ECE related field (PDR Career Level 4) or Technical Certificate of Credit (TCC) – PDR Career Level 5) is required. Higher credentials are acceptable.
